11 The Council for Competitive Commerce offered the following:

13 Substitute Amendment for Amendment (121531) (with title
14 amendment)
15 On page 5, line 24 through page 6, line 12
16 remove from the bill: all of said lines
17
18 and insert in lieu thereof: Section 3. The Florida State
19 Boxing Commission shall conduct a review and analysis of
20 boxing competitions not now regulated or sanctioned, and shall
21 provide recommendations to the department and the Legislature
22 regarding any rules or legislation necessary to achieve
23 effective regulation.
