14 On page 1, between lines 17 and 18,

16 insert:
17 Section 2. (1) The Department of Insurance is
18 directed, in consultation with the Pollution Liability
19 Council, to study the availability and cost of pollution
20 liability insurance which covers sudden and accidental events.
21 (2) The Pollution Liability Council is hereby created
22 and allocated $50,000 from the Insurance Commissioner's
23 Regulatory Trust Fund. The council shall consist of seven
24 members, appointed as follows:
25 (a) Three members shall be named by the Insurance
26 Commissioner, at least one of whom shall be from and represent
27 the Florida Insurance Council and be a member in good standing
28 of the American Academy of Actuaries and not an employee of
29 the department.
30 (b) Two members shall be appointed by the Governor, at
31 least one of whom shall be a representative of Florida

2 (c) One member appointed by the President of the
3 Senate who shall be from and represent the Alliance of
4 American Insurers.
5 (d) One member appointed by the Speaker of the House
6 of Representatives who shall be from and represent the
7 American Insurance Association.
8 (3) The council shall hold its organizational meeting
9 on July 2, 2001, in Tallahassee and shall submit its report to
10 the Department of Insurance, the President of the Senate, and
11 Speaker of the House of Representatives no later than January
12 14, 2002.
