13         Amendment 
14         On page 3, line 15 through page 4, line 8,
15  remove from the bill:  all of said lines

17  and insert in lieu thereof:  
18         (1)  Any county which has a population of more than 2.1
19  million people shall at the countywide election hold a
20  referendum in which the electors shall decide whether to form
21  an airport authority, which shall be an agency of the state,
22  pursuant to this act.
23         (2)  The governing body of the authority shall consist
24  of seven voting members, two of whom shall be appointed by the
25  Governor subject to confirmation by the Senate. Each member of
26  the governing body must at all times during his or her term of
27  office be a permanent resident of the county which he or she
28  is appointed to represent.
29         (a)  The two members of the governing body appointed by
30  the Governor, subject to confirmation by the Senate, shall
31  serve terms of 4 years. Such persons may not hold elective

 2         (b)  Two members shall be appointed by the County
 3  Ethics Commission.
 4         (c)  One member shall be appointed by the County Mayor.
