15 On page 117, between lines 21 and 22,

17 insert:
18 Section 102. Effective upon this act becoming a law,
19 the Department of State--The Division of Elections, in
20 conjunction with the Florida State Association of Supervisor
21 of Elections, shall, from existing funds, study the benefits
22 and drawbacks of having uniform poll opening and closing times
23 throughout the state. A written report shall be presented to
24 the the President of the Senate and the Speaker of the House
25 of Representatives no later than January 1, 2002. This report
26 must include, but is not limited to a discussion of the
27 circumstances surrounding the 2000 Presidential election;
28 changing the state to one time zone; changing polling times to
29 coincide in both time zones; and having the Central Time Zone
30 not recognize Daylight Savings Time.
