15 On page 117, between lines 21 and 22,

17 insert:
18 Section 102. The Department of State--The Division of
19 Elections, in conjunction with the Florida State Association
20 of Supervisor of Elections, shall, from existing funds, study
21 the benefits and drawbacks of having uniform poll opening and
22 closing times throughout the state. A written report shall be
23 presented to the the President of the Senate and the Speaker
24 of the House of Representatives no later than January 1, 2002.
25 This report must include, but is not limited to a discussion
26 of the circumstances surrounding the 2000 Presidential
27 election; changing the state to one time zone; changing
28 polling times to coincide in both time zones; and having the
29 Central Time Zone not recognize Daylight Savings Time.
