  1                      A bill to be entitled

  2         An act relating to drivers' licenses; amending

  3         s. 322.02, F.S.; directing the Department of

  4         Highway Safety and Motor Vehicles to allow any

  5         county tax collector that elects to do so to be

  6         an exclusive agent of the department, for that

  7         county only, to administer driver license

  8         services authorized in chapter 322, F.S.;

  9         amending s. 322.135, F.S.; providing a schedule

10         of fees to be paid to county tax collectors for

11         services provided by the county tax collector

12         as agent of the Department of Highway Safety

13         and Motor Vehicles; providing an effective

14         date.

16  Be It Enacted by the Legislature of the State of Florida:

17

18         Section 1.  Subsection (5) is added to section 322.02,

19  Florida Statutes, to read:

20         322.02  Administration.--

21         (5)  The department shall allow any county tax

22  collector that elects to do so to be an exclusive agent of the

23  department, for that county only, to administer driver license

24  services authorized in this chapter.

25         Section 2.  Subsection (5) is added to section 322.135,

26  Florida Statutes, to read: 322.135  Driver's license agents.--

27         (5)(a)  The county tax collector, who is the exclusive

28  agent of the department, shall be paid the following fees from

29  the various trust funds of the Department of Highway Safety

30  and Motor Vehicles for the services provided by the county tax

31  collector as agent of the department:

  1         1.  Issuing original driver's license and conducting

  2  road test................................................$20.

  3         2.  Issuing original driver's license or learner's

  4  permit without road test........................$10.

  5         3.  Renewal of driver's license.............$4.50.

  6         4.  Issuing original and duplicate identification

  7  cards.............$3.

  8         5.  Reinstatement of driver's license because of

  9  revocation or disqualification..............$15.

10         6.  Issuing a duplicate of an instruction permit or

11  driver's license..............$5.

12         7.  Issuing a replacement license..............$5.

13         8.  Issuing change of address sticker.........$2.

14         (b)  The fees provided for in paragraph (a) shall be

15  adjusted biennially by a percentage equal to the increase in

16  the cost-of-living index published by the United States

17  Department of Commerce.

18         (c)  The county tax collector who is the exclusive

19  agent of the department is authorized to charge and retain as

20  income to his or her office those fees enumerated in s.

21  322.20(11)(a).

22         Section 3.  This act shall take effect July 2, 2002.
