  1                      A bill to be entitled

  2         An act relating to elections; prohibiting a

  3         member of the Elections Canvassing Commission

  4         or a member of a county canvassing board from

  5         rendering a post-election decision that may

  6         affect the outcome of any race in which the

  7         member publicly endorsed or solicited

  8         contributions; providing an effective date.

10  Be It Enacted by the Legislature of the State of Florida:

12         Section 1.  A member of the Elections Canvassing

13  Commission or a member of the county canvassing board who

14  publicly endorses or solicits contributions on behalf of a

15  candidate for public office may not render any post-election

16  decision in his or her official capacity as a member of the

17  commission or board which may affect the outcome of any race

18  in which he or she publicly endorsed or solicited

19  contributions on behalf of a candidate for public office.

20         Section 2.  This act shall take effect January 1, 2002.

22          STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
                       COMMITTEE SUBSTITUTE FOR
23                             SB 1138

25  The Committee Substitute for Senate Bill 1138 rewrites the
    original bill to provide that a member of the Elections
26  Canvassing Commission or a member of the county canvassing
    board may not render a post-election decision in his or her
27  official capacity that could affect the outcome of a race in
    which he or she publicly endorsed a candidate or solicited
28  contributions for a candidate.
