13 Amendment (with title amendment)
14 On page 2, line 25, through page 3, line 8,
15 remove from the bill: all of said lines,
16
17 and insert in lieu thereof:
18 (c) In all other cases, by filing under the Florida
19 Secured Transaction Registry in the office of the Department
20 of State.
21 (5) Notwithstanding the preceding subsections, and
22 subject to s. 679.302(3), the proper place to file in order to
23 perfect a security interest in collateral, including fixtures,
24 of a transmitting utility is under the Florida Secured
25 Transaction Registry the office of the Department of State.
26 Section 3. Section 679.4015, Florida Statutes, is
27 created to read:
28 679.4015 Florida Secured Transaction Registry.--
29 (1) The "Florida Secured Transaction Registry means
30 that centralized data base in which Financing Statements under
31 the Uniform Commercial Code are filed and retrieved.

1 (2) The Department of State shall perform the
2 administrative and operational functions as filing officer and
3 filing office for the Florida Secured Transaction Registry
4 until October 1, 2001 at which time the department shall cease
5 serving as the designated filing officer and filing office for
6 the Florida Secured Transaction Registry and as may otherwise
7 be specified in this chapter.
8 (3) The Department of State shall immediately develop

14 remove from the title of the bill: all of said lines,

16 and insert in lieu thereof:
17 679.4015, F.S.; providing a definition for the
18 Florida Secured Transaction Registry; requiring
19 the Department of State to cease operating as
20 designated filing officer and filing office for
21 certain purposes; providing duties and
22 responsibilities of the Department of State
23 relating to maintaining the registry; providing
24 criteria for the registry;
