1 Senate Joint Resolution No. _____
2 A joint resolution proposing a revision of
3 Article XI, Section 5 of the State Constitution
4 to require the Legislature to provide by
5 general law for the provision of an economic
6 impact statement of each proposed amendment or
7 revision to the State Constitution prior to its
8 adoption by the voters of the state.

10 Be It Resolved by the Legislature of the State of Florida:
11
12 That the following amendment to Section 5 of Article XI
13 of the State Constitution is agreed to and shall be submitted
14 to the electors of this state for approval or rejection at the
15 next general election or at an earlier special election
16 specifically authorized by law for that purpose:
17 ARTICLE XI
18 AMENDMENTS
19 SECTION 5. Amendment or revision election.--
20 (a) A proposed amendment to or revision of this
21 constitution, or any part of it, shall be submitted to the
22 electors at the next general election held more than ninety
23 days after the joint resolution, initiative petition or report
24 of revision commission, constitutional convention or taxation
25 and budget reform commission proposing it is filed with the
26 custodian of state records, unless, pursuant to law enacted by
27 the affirmative vote of three-fourths of the membership of
28 each house of the legislature and limited to a single
29 amendment or revision, it is submitted at an earlier special
30 election held more than ninety days after such filing.

1 (b) The legislature shall provide by general law,
2 prior to the holding of an election pursuant to this section,
3 for the provision of a statement to the public regarding the
4 probable financial impact of any proposed revision or
5 amendment.
6 (c)(b) Once in the tenth week, and once in the sixth
7 week immediately preceding the week in which the election is
8 held, the proposed amendment or revision, with notice of the
9 date of election at which it will be submitted to the
10 electors, shall be published in one newspaper of general
11 circulation in each county in which a newspaper is published.
12 (d)(c) If the proposed amendment or revision is
13 approved by vote of the electors, it shall be effective as an
14 amendment to or revision of the constitution of the state on
15 the first Tuesday after the first Monday in January following
16 the election, or on such other date as may be specified in the
17 amendment or revision.
18 BE IT FURTHER RESOLVED that the following statement be
19 placed on the ballot:
20 ECONOMIC IMPACT STATEMENTS FOR PROPOSED CONSTITUTIONAL
21 AMENDMENTS OR REVISIONS.--Proposing an amendment to the State
22 Constitution to require the Legislature to provide by general
23 law for the provision of an economic impact statement to the
24 public prior to the public voting on an amendment or revision
25 of the State Constitution.
