  1                          House Memorial

  2         A memorial to the Congress of the United

  3         States, urging Congress to allow the citizens

  4         of Florida open access to the waterways of

  5         Florida.

  6

  7         WHEREAS, the citizens of the great State of Florida

  8  hold the manatee in the highest regard, and

  9         WHEREAS, the citizens of the great State of Florida

10  have established laws and regulations to protect the manatee

11  population, and

12         WHEREAS, the citizens of Florida, especially the

13  boaters, have been instrumental in fostering the recovery of

14  the manatee population to record numbers, beyond all

15  expectations and predictions, and

16         WHEREAS, federal intervention by designating manatee

17  protection refuges and sanctuaries would curtail the rights of

18  citizens who depend on boating to maintain their homes and

19  businesses, and impede their right to pursue happiness, and

20         WHEREAS, a great number of citizens of the great State

21  of Florida choose to live here solely to enjoy boating and the

22  state's waterways, NOW, THEREFORE,

24  Be It Resolved by the Legislature of the State of Florida:

25

26         That the Congress of the United States is requested to

27  assure all Floridians that their boating rights will not be

28  abridged by federal designation of manatee protection refuges

29  and sanctuaries.

30         BE IT FURTHER RESOLVED that copies of this memorial be

31  sent to the President of the United States, the President of
