14 On page 63, between lines 27 and 28,

16 insert:
17 Section 22. The board of governors of the joint
18 underwriting plan authorized under section 627.311(4), Florida
19 Statutes, shall conduct a study of the exemptions granted to
20 the construction industry under chapter 440, Florida Statutes.
21 The study must contain an examination of the ramifications of
22 such exemptions on the construction industry and on the entire
23 Florida workers' compensation system, including the potential
24 impact of requiring all persons actively engaged in the
25 construction industry who elect to be excluded from the
26 definition of "employee" as provided in section 440.02,
27 Florida Statutes, to obtain a minimum premium or an "if any"
28 workers' compensation insurance policy. The study must also
29 examine the cost and availability of such insurance coverage
30 and make recommendations regarding insurance coverage for
31 persons who currently elect to be excluded from chapter 440,

1 Florida Statutes. The board of governors shall submit a
2 written report to the President of the Senate and the Speaker
3 of the House of Representatives by January 1, 2002. The sum of
4 $250,000 is transferred to the joint underwriting plan from
5 the Workers' Compensation Administrative Trust Fund for the
6 purpose of funding the costs association with this study.
7 Section 23. Effective January 1, 2004, all persons
8 actively engaged in the construction industry shall secure the
9 payment of compensation under chapter 440, Florida Statutes.

16 On page 3, line 19, after the semicolon,

18 insert:
19 requiring a study of the exemptions granted to

21 requiring a report to the Legislature;
22 providing for a transfer of funds to pay the
23 costs of the study; requiring persons engaged
24 in the construction industry to secure workers'
25 compensation insurance by a specified date;
