13         Senate Amendment (with title amendment) 
14         On page 61, between lines 27 and 28,
15  
16  insert:  
17         Section 20.  Section 627.0915, Florida Statutes, is
18  amended to read:
19         627.0915  Rate filings; workers' compensation,
20  drug-free workplace, and safe employers.--The Department of
21  Insurance shall approve rating plans for workers' compensation
22  insurance that give specific identifiable consideration in the
23  setting of rates to employers that either implement a
24  drug-free workplace program pursuant to rules adopted by the
25  Division of Workers' Compensation of the Department of Labor
26  and Employment Security or implement a safety program pursuant
27  to provisions of the rating plan approved by the Division of
28  Safety pursuant to rules adopted by the Division of Safety of
29  the Department of Labor and Employment Security or implement
30  both a drug-free workplace program and a safety program. The
31  Division of Safety may by rule require that the client of a

 1  help supply services company comply with the essential
 2  requirements of a workplace safety program as a condition for
 3  receiving a premium credit. The plans must take effect January
 4  1, 1994, must be actuarially sound, and must state the savings
 5  anticipated to result from such drug-testing and safety
 6  programs.
