17 and insert in lieu thereof:
18 (e) An eligible county shall use funds provided
19 pursuant to s. 212.20(6)(e)7.e. for the following purposes
20 only:
21 1. For construction of a primary learning center
22 within a brownfield area of the inner city of the eligible
23 county in an amount not to exceed $3 million by 2006.
24 2. For the public purpose of paying for, or pledging
25 as security for or paying debt service on bonds or other
26 obligations issued to finance, the costs of acquisition, site
27 preparation, infrastructure development, construction,
28 reconstruction, renovation, expansion, or rehabilitation of
29 the qualifying site and significant new facility to be located
30 thereon, or for the costs of infrastructure and other
31 improvements outside the boundaries of the qualifying site but

1 which are necessary or helpful to the development or operation
2 of the significant new facility, or for reimbursement of any
3 such costs, and for the costs incurred by it to remediate the
4 qualifying site. The eligible county shall actively accept and
5 solicit African-American and other minority participation in
6 the planning, design, construction, building, maintenance, and
7 operation of the significant new facility.

9 In the event that, in any fiscal year of an eligible county,
10 the funds provided pursuant to s. 212.20(6)(e)7.e. are in
11 excess of the amounts necessary in such fiscal year to pay the
12 costs authorized in this paragraph and to pay debt service on
13 bonds or other obligations related only to the costs of the
14 bonds for construction of the significant new facility issued
15 to finance or refinance all or any part of such costs, such
16 excess funds shall be applied toward or set aside for the
17 redemption or repayment of any such bonds.
