17  after the period insert:  
18  The lease, license, or operating agreement between the county
19  and the private for-profit entity must specify that in the
20  event of a relocation or sale of the professional sports
21  franchise or a portion thereof, that portion of the proceeds
22  of the sale which are attributable to an increase in value
23  because of the Brownfield redevelopment economic incentive, as
24  determined by an independent appraiser, shall be remitted to
25  the state.  The independent appraiser shall be jointly
26  selected by the Governor and the for-profit entity.
