13         Amendment 
14         On page 2, line 28, after the period
15  
16  insert:  It is the intent of the Florida Legislature to
17  promote economic opportunity for those area identified as an
18  area of critical concern.
19         (1)  As an alternative to brownfield areas, the
20  authority shall approve a site in any area as defined in this
21  section.
22         (2)  Recognizing the economic impact of the net
23  limitation amendment of 1995, the authority shall have the
24  sole authority to transfer all rules, grants, exemptions, tax
25  abatements, loans, tax rebates, and incentives as provided in
26  this section.
27         (3)  All other legislation enacted by this statute
28  shall be in effect at the direction of the authority as
29  allowed by law.
