13         Amendment (with title amendment) 
14         On page 18, between lines 23 and 24, of the bill
15  
16  insert:  
17         Section 4.  The rebate provided pursuant to s.
18  212.20(6)(e)7.e., Florida Statutes, is effective only upon
19  approval of the voters of the entire state at an election held
20  within 180 days after the effective date of this section.  The
21  Secretary of State shall set the date for the election and
22  provide the ballot language to the supervisor of elections. No
23  later than 100 days after the effective date of this section,
24  the eligible county shall provide to the public a detailed
25  description of the total costs associated with the
26  construction, reconstruction, renovation, expansion, or
27  rehabilitation of the significant new facility, including, but
28  not limited to, the costs of any environmental cleanup
29  associated with such project. The eligible county must also
30  provide to the public a detailed description of the complete
31  financing plan for such project, including, but not limited

 2  project. The county must provide the information in a publicly
 3  noticed meeting, as well as through other distribution of such
 4  information to the public.

 9         On page 1, line 30, after "counties;"

11  insert:
12         requiring approval of the rebate by the voters
13         of the affected county in an election held
14         within a specified period of time; requiring
15         disclosure to the public prior to such election
16         of certain information relating to the facility
17         project;
