14 On page 33, between lines 26 and 27,

16 insert:
17 Section 22. The Department of Education shall study
18 the fiscal impact of recognizing, for purposes of pay, each
19 year of full-time teaching service performed by the teacher
20 outside the employing school district. Service considered
21 under this provision requires the employee to have received a
22 satisfactory performance evaluation. The department shall
23 report the result of the study to the Governor, the President
24 of the Senate and the Speaker of the House of Representatives
25 on or before September 15, 2002.
