14 On page 24, between lines 2 and 3, of the bill

16 insert:
17 Section 17. Subsection (10) of section 240.529,
18 Florida Statutes, is created to read:
19 240.529 Public accountability and state approval for
20 teacher preparation programs.
21 (10) Teacher Education Pilot Programs for
22 High-Achieving Students. Pilot teacher preparation programs
23 shall be established at the University of Central Florida,
24 University of North Florida, and the University of South
25 Florida. These programs shall include a year-long paid
26 teaching assignment and competency based learning experiences,
27 and shall be designed to encourage high-achieving students as
28 identified by the institution, to pursue a career in
29 education. Students chosen to participate in the program
30 shall agree to teach for at least 1 year after they receive
31 their degree. Criteria for identifying high-achieving

1 students shall be developed by the institution and shall
2 include at a minimum requirements that the student have a 3.3
3 GPA or above; and that the student has demonstrated mastery of
4 general knowledge, pursuant to s. 231.17(2)(g). The year-long
5 paid teaching assignment shall begin after completing the
6 equivalent of 3 years of the university program.
7 (a) The pilot programs shall be designed to include:
8 1. A year-long paid teaching assignment at a specified
9 school site during the fourth year of the program, which
10 includes intense supervision by a support team trained in
11 clinical education. The support team shall include a
12 university supervisor and experienced school-based mentors. A
13 mentor teacher shall be assigned to each 4th year employed
14 teacher to implement an individualized learning plan. This
15 mentor teacher will be considered an adjunct professor for
16 purposes of this program and may receive credit for time spent
17 as a mentor teacher in the program. The mentor teacher must
18 have a master's degree or above; a minimum of 3 years teaching
19 experience; and clinical education training or certification
20 by the National Board of Professional Teaching Standards.
21 Experiences and instruction may be delivered by other mentors,
22 assigned teachers, professors, individualized learning, and
23 demonstrations. The students in this paid teaching assignment
24 shall assume full responsibility of all teaching duties.
25 2. Professional education curriculum requirements that
26 address the Educator Accomplished Practices and other
27 competencies specified in State Board Rule.
28 3. A modified instructional delivery system that
29 provides onsite training during the paid teaching assignment
30 in the professional education areas and competencies specified
31 above. The institutions participating in this pilot program

1 shall be given a waiver to provide a modified instructional
2 delivery system meeting criteria that allows earned credit
3 through non-traditional approaches. The modified system may
4 provide for an initial evaluation of the candidate's
5 competencies to determine an appropriate individualized
6 professional development plan and may provide for earned
7 credit by:
8 a. Internet learning and competency acquisition.
9 b. Learning acquired by observing demonstrations and
10 being observed in application.
11 c. Independent study or instruction by mentor teachers
12 or adjunct teachers.
13 4. Satisfactory demonstration of the Educator
14 Accomplished Practices and content area competencies for
15 program completion.
16 5. For program completion, required achievement of
17 passing scores on all tests required by State Board of
18 Education rules for certification.
19 (b) Beginning in July 2003, institutions participating
20 in the pilot program shall submit an annual report evaluating
21 the effectiveness of the program to the Commissioner of
22 Education. The report shall include but shall not be limited
23 to the number of students selected for the pilot program, the
24 number of students successfully completing the program, the
25 number of program participants who passed all required
26 examinations, the number of participants who successfully
27 demonstrated all required competencies, follow-up study of
28 pilot program completers to determine the number who were
29 employed in a teaching position and employers' satisfaction
30 with program graduates' performance.
31 (c) This section shall be implemented to the extent
