11  The Committee on State Administration offered the following:

13         Amendment (with title amendment) 
14         On page 16, lines 16 through 20,
15  remove from the bill:  All of said lines
16  
17  and insert in lieu thereof:
18         (j)  Develop, in consultation with school district
19  staff, including but not limited to superintendents, school
20  board members, and district human resources personnel, a
21  long-range plan for educator recruitment and retention. The
22  plan shall be submitted to the Legislature, Governor, and
23  school districts no later than August 1, 2001. 
24         (k)  Identify best practices for retaining high-quality
25  teacher Review and recommend to the Legislature and school
26  districts incentives for attracting teachers to this state.
27         (l)  Conduct quarterly communications with Workforce
28  Florida, Inc., and regional workforce boards, created pursuant
29  to ss. 445.004 and 445.007, respectively, to access available
30  federal, state, and local resources to improve teacher
31  recruitment and retention.
