13         Senate Amendment (with title amendment) 
14         On page 133, after line 31,
15  
16  insert:  
17         Section 66.  Paragraph (g) is added to subsection (1)
18  of section 400.562, Florida Statutes, to read:
19         400.562  Rules establishing standards.--
20         (1)  The Department of Elderly Affairs, in conjunction
21  with the agency, shall adopt rules to implement the provisions
22  of this part.  The rules must include reasonable and fair
23  standards. Any conflict between these standards and those that
24  may be set forth in local, county, or municipal ordinances
25  shall be resolved in favor of those having statewide effect.
26  Such standards must relate to:
27         (g)  Components of a comprehensive emergency management
28  plan, developed in consultation with the Department of Health,
29  the Agency for Health Care Administration, and the Department
30  of Community Affairs.
