15         On page 2, line 17-19, delete those lines

17  and insert:  access to such care. Changes of ownership between
18  related parties do not qualify for increases in reimbursement
19  rates associated with the change of ownership. The agency
20  shall amend the Title XIX Long Term Care Reimbursement Plan to
21  provide that the initial nursing home reimbursement rates, for
22  the operating, patient care, and MAR components, associated
23  with changes of ownership filed on or after October 1, 2001,
24  are equivalent to the previous owner's reimbursement rate.
