14 On page 18, between lines 29 and 30, of the bill

16 insert:
17 Section 25. Subsection (10) is added to section
18 255.05, Florida Statutes, to read:
19 255.05 Bond of contractor constructing public
20 buildings; form; action by materialmen.--
21 (10) Notwithstanding any other provision of law to the
22 contrary, no county, city, or political subdivision, or other
23 public authority, shall require a contractor to accept, or
24 penalize a contractor for not accepting, as a condition of any
25 contract to which this section applies, insurance coverage
26 through an owner-controlled insurance plan in which the public
27 authority or its agent obtains insurance coverage for
28 contractors and subcontractors relative to a construction
29 project or group of related construction projects, including
30 worker's compensation, employer's liability, general
31 liability, or builder's risk insurance.
