11 The Council for Smarter Government offered the following:

13 Amendment to Amendment (345401) (with title amendment)
14 Remove from the bill: everything after the enacting clause

16 and insert in lieu thereof:
17 Section 1. The Florida Building Commission shall
18 convene an ad hoc subcommittee to recommend a procedure by
19 which the public could elect to engage an engineer or
20 architect to perform plans review and inspection for the
21 construction, alteration, repair, or improvement of real
22 property, and the appropriate role of the local building
23 official in such an alternative plans review and inspection
24 procedure and in the resulting issuance of a building permit
25 and certificate of occupancy.
26 (1) The ad hoc committee shall be composed of 11
27 members appointed by the Chairman of the Commission who shall
28 meet the following qualifications:
29 (a) Five members from the Building Officials
30 Association of Florida;
31 (b) Two members from the Associated General

1 Contractors of Florida;
2 (c) One member from the Florida Homebuilders
3 Association;
4 (d) One member from the Florida Engineering Society;
5 (e) One member from the American Institute of
6 Architects;
7 (f) One Insurance Industry Representative;
8 (2) The ad hoc subcommittee shall meet at least four
9 times prior to January 1, 2002. Members may participate in
10 any meeting via telephone conference if the technology is
11 available at the meeting location. Members shall serve on a
12 voluntary basis, without compensation and without
13 reimbursement of per diem and travel expenses.
14 (3) The ad hoc subcommittee shall examine the various
15 processes used by local building officials throughout the
16 state in conducting plans review for the construction,
17 alteration, repair, or improvement of real property, and
18 approving building permit applications, as well as those
19 processes used by local building officials in conducting
20 required inspections for construction, alteration, repair, or
21 improvement of real property, and issuing certificates of
22 occupancy. The ad hoc subcommittee shall make recommendations
23 on the following:
24 (a) A procedure by which the public could elect to
25 engage an engineer or architect to perform plans review and
26 inspection for the construction, alteration, repair, or
27 improvement of real property; and
28 (b) The appropriate role of the local building
29 official in such an alternative plans review and inspection
30 procedure and in the resulting issuance of a building permit
31 and certificate of occupancy.

1 (4) The ad hoc subcommittee shall submit to the
2 Florida Building Commission its recommendations and findings
3 by January 1, 2002. The Commission shall submit to the
4 Governor, the Speaker of the House of Representatives, and the
5 President of the Senate, before the beginning of the next
6 regularly scheduled session, a report of its findings, which
7 shall include the recommendations of the ad hoc committee.
8 (5) The Department of Community Affairs shall provide
9 logistical and staff support for the ad hoc subcommittee.
10 Section 2. This act shall take effect upon becoming
11 law.

20 An act relating to construction permitting and
21 inspection; requiring the Florida Building
22 Commission to convene an ad hoc subcommittee to
23 make recommendations regarding alternative
24 plans review and inspection procedures;
25 requiring a report; providing responsibilities;
26 providing for appointment of members; providing
27 for meetings and staffing by the Florida
28 Building Commission; providing for
29 recommendations and a report by a date certain;
30 providing an effective date.
