14 Remove from the bill: Everything after the enacting clause

16 and insert in lieu thereof:
17 Section 1. The Building Construction Permitting and
18 Inspection Task Force is hereby created to recommend a
19 procedure by which the public could elect to engage an
20 engineer or architect to perform plans review and inspection
21 for the construction, alteration, repair, or improvement of
22 real property, and the appropriate role of the local building
23 official in such an alternative plans review and inspection
24 procedure and in the resulting issuance of a building permit
25 and certificate of occupancy.
26 (1) The task force shall be composed of 10 members, as
27 follows:
28 (a) The Building Officials Association of Florida
29 shall designate four members;
30 (b) The Associated General Contractors of florida
31 shall designate one member;

1 (c) The Florida Home Builders Association shall
2 designate one member;
3 (d) The Florida Engineering Society shall designate
4 one member;
5 (e) The Florida Association of the American Institute
6 of Architects shall designate one member;
7 (f) The Florida Building Commission shall designate
8 two members, one member to be a building official or
9 inspector, and one to be a contractor, architect, or engineer.
10 (2) The task force shall meet at least four times
11 prior to January 1, 2002. Members may participate in any
12 meeting via telephone conference. Members shall serve on a
13 voluntary basis, without compensation and without
14 reimbursement for per diem and travel expenses.
15 (3) The task force shall examine the various processes
16 used by local building officials throughout the state in
17 conducting plans review for the construction, alteration,
18 repair, or improvement of real property, and approving
19 building permit applications, as well as those processes used
20 by local building officials in conducting required inspections
21 for construction, alteration, repair, or improvement of real
22 property, and issuing certificates of occupancy. The task
23 force shall make recommendations on the following:
24 (a) A procedure by which the public could elect to
25 engage an engineer or architect to perform plans review and
26 inspection for the construction, alteration, repair, or
27 improvement of real property; and
28 (b) The appropriate role of the local building
29 official in such an alternative plans review and inspection
30 procedure and in the resulting issuance of a building permit
31 and certificate of occupancy.

1 (4) The task force shall submit to the Governor, the
2 Speaker of the House of Representatives, and the President of
3 the Senate, by January 1, 2002, a report presenting the task
4 force's recommendations and findings.
5 (5) The Florida Building Commission shall provide
6 logistical and staff support for the task force.
7 Section 2. This act shall take effect upon becoming
8 law.

13 On page 1, lines 2-31,
14 remove from the title of the bill: all of said lines

16 and insert in lieu thereof:
17 An act relating to construction permitting and
18 inspection; creating the Building Construction
19 Permitting and Inspection Task Force; providing
20 responsibilities; providing for appointment of
21 members; providing for meetings and staffing by
22 the Florida Building Commission; providing for
23 recommendations and a report by a date certain;
24 providing an effective date.
