1 A bill to be entitled
2 An act relating to construction permitting and
3 inspection; creating the Building Construction
4 Permitting and Inspection Task Force; providing
5 responsibilities; providing for appointment of
6 members; providing for meetings and staffing by
7 the Florida Building Commission; providing for
8 recommendations and a report by a date certain;
9 providing an effective date.

11 Be It Enacted by the Legislature of the State of Florida:

13 Section 1. The Building Construction Permitting and
14 Inspection Task Force is hereby created to recommend a
15 procedure by which the public could elect to engage an
16 engineer or architect to perform plans review and inspection
17 for the construction, alteration, repair, or improvement of
18 real property, and the appropriate role of the local building
19 official in such an alternative plans review and inspection
20 procedure and in the resulting issuance of a building permit
21 and certificate of occupancy.
22 (1) The task force shall be composed of 11 members,
23 appointed as follows:
24 (a) The Building Officials Association of Florida
25 shall appoint four members;
26 (b) The Associated General Contractors of Florida
27 shall appoint one member;
28 (c) The Florida Home Builders Association shall
29 appoint one member;
30 (d) The Florida Engineering Society shall appoint one
31 member;

1 (e) The Florida Association of the American Institute
2 of Architects shall appoint one member;
3 (f) The Florida Building Commission shall appoint two
4 members, one member to be a building official or inspector,
5 and one to be a contractor, architect, or engineer.
6 (g) The Florida Insurance Council shall appoint one
7 member.
8 (2) The task force shall meet at least four times
9 prior to January 1, 2002. Members may participate in any
10 meeting via telephone conference. Members shall serve on a
11 voluntary basis, without compensation and without
12 reimbursement for per diem and travel expenses.
13 (3) The task force shall examine the various processes
14 used by local building officials throughout the state in
15 conducting plans review for the construction, alteration,
16 repair, or improvement of real property, and approving
17 building permit applications, as well as those processes used
18 by local building officials in conducting required inspections
19 for construction, alteration, repair, or improvement of real
20 property, and issuing certificates of occupancy. The task
21 force shall make recommendations on the following:
22 (a) A procedure by which the public could elect to
23 engage an engineer or architect to perform plans review and
24 inspection for the construction, alteration, repair, or
25 improvement of real property; and
26 (b) The appropriate role of the local building
27 official in such an alternative plans review and inspection
28 procedure and in the resulting issuance of a building permit
29 and certificate of occupancy.
30 (4) The task force shall submit to the Governor, the
31 Speaker of the House of Representatives, and the President of

1 the Senate, by January 1, 2002, a report presenting the task
2 force's recommendations and findings.
3 (5) The Florida Building Commission shall provide
4 logistical and staff support for the task force.
5 Section 2. This act shall take effect upon becoming
6 law.
