16 insert:
17 Section 107. The sum of $650,000 is appropriated to
18 the Florida Commercial Space Financing Corporation from the
19 General Revenue Fund for fiscal year 2001-2002, and the sum of
20 $650,000 is appropriated to the Spaceport Florida Authority
21 from the General Revenue Fund for fiscal year 2001-2002. The
22 funds distributed to the Florida Commercial Space Financing
23 Corporation pursuant to this section shall be used solely for
24 funding aerospace infrastructure as defined in this
25 sub-subparagraph. These funds distributed to the Spaceport
26 Florida Authority shall be used solely for aerospace
27 infrastructure funding purposes based on recommendations made
28 to the authority by the director of the Office of Tourism,
29 Trade, and Economic Development. Proposals for aerospace
30 infrastructure funding through the authority shall be
31 submitted to the Space Industry Committee created pursuant to

1 s. 331.367, or any successor organization, and the committee
2 shall, at least once each quarter, submit a written report to
3 the director of the Office of Tourism, Trade, and Economic
4 Development delineating the committee's recommendation for
5 prioritizing those proposals that it has reviewed. The
6 director of the Office of Tourism, Trade, and Economic
7 Development shall take into consideration the prioritization
8 reports of the Space Industry Committee. For purposes of this
9 sub-subparagraph, "aerospace infrastructure" means land,
10 buildings and other improvements, fixtures, machinery,
11 equipment, instruments, and software that will improve the
12 state's capability to support, expand, or attract the launch,
13 construction, processing, refurbishment, or manufacturing of
14 rockets, missiles, capsules, spacecraft, satellites, satellite
15 control facilities, ground support equipment and related
16 tangible personal property, launch vehicles, modules, space
17 stations or components destined for space station operation,
18 and space flight research and development facilities,
19 instruments, and equipment, together with any engineering,
20 permitting, and other expenses directly related to such land,
21 buildings, improvements, fixtures, machinery, equipment,
22 instruments, or software. The funds distributed to the Florida
23 Commercial Space Financing Corporation shall be used solely
24 for funding aerospace infrastructure as defined in this
25 sub-subparagraph. The funds distributed to the Spaceport
26 Florida Authority pursuant to this section shall be used
27 solely for aerospace infrastructure funding purposes based on
28 recommendations made to the authority by the director of the
29 Office of Tourism, Trade, and Economic Development. Proposals
30 for aerospace infrastructure funding through the authority
31 shall be submitted to the Space Industry Committee created
