14 On page 119, before line 1,

16 insert:
17 Section 107. The sum of $650,000 is appropriated to
18 the Florida Commercial Space Financing Corporation from the
19 General Revenue Fund for fiscal year 2001-2002, and the sum of
20 $650,000 is appropriated to the Spaceport Florida Authority
21 from the General Revenue Fund for fiscal year 2001-2002. The
22 funds distributed to the Florida Commercial Space Financing
23 Corporation by the General Appropriations Act shall be used
24 solely for funding aerospace infrastructure as defined in this
25 sub-subparagraph. The funds distributed to the Spaceport
26 Florida Authority shall be used solely for aerospace
27 infrastructure funding purposes based on recommendations made
28 to the authority by the director of the Office of Tourism,
29 Trade, and Economic Development. Proposals for aerospace
30 infrastructure funding through the authority shall be
31 submitted to the Space Industry Committee created pursuant to

1 s. 331.367, or any successor organization, and the committee
2 shall, at least once each quarter, submit a written report to
3 the director of the Office of Tourism, Trade, and Economic
4 Development delineating the committee's recommendation for
5 prioritizing those proposals that it has reviewed. The
6 director of the Office of Tourism, Trade, and Economic
7 Development shall take into consideration the prioritization
8 reports of the Space Industry Committee. The director of the
9 John F. Kennedy Space Center, the Commander of the 45th Space
10 Wing, and the Commander of the Naval Ordnance Test Unit may
11 serve as official liaisons to the Space Industry Committee in
12 a nonfiduciary, nonvoting advisory role. The committee
13 recognizes the value of input from the Federal Government, but
14 also realizes that these persons' fiduciary duties remain with
15 the Federal Government. For purposes of this sub-subparagraph,
16 "aerospace infrastructure" means land, buildings and other
17 improvements, fixtures, machinery, equipment, instruments, and
18 software that will improve the state's capability to support,
19 expand, or attract the launch, construction, processing,
20 refurbishment, or manufacturing of rockets, missiles,
21 capsules, spacecraft, satellites, satellite control
22 facilities, ground support equipment and related tangible
23 personal property, launch vehicles, modules, space stations or
24 components destined for space station operation, and space
25 flight research and development facilities, instruments, and
26 equipment, together with any engineering, permitting, and
27 other expenses directly related to such land, buildings,
28 improvements, fixtures, machinery, equipment, instruments, or
29 software. The funds distributed to the Florida Commercial
30 Space Financing Corporation shall be used solely for funding
31 aerospace infrastructure as defined in this sub-subparagraph.

1 The funds distributed to the Spaceport Florida Authority by
2 the General Appropriations Act shall be used solely for
3 aerospace infrastructure funding purposes based on
