14         On page 1, line 12, through
15            page 2, line 6, delete those lines

17  and insert:  
18         Section 1.  Paragraph (a) of subsection (3) and
19  subsections (6) and (10) of section 445.004, Florida Statutes,
20  are amended to read:
21         445.004  Workforce Florida, Inc.; creation; purpose;
22  membership; duties and powers.--
23         (3)(a)  Workforce Florida, Inc., shall be governed by a
24  board of directors, the number of directors to be determined
25  by the Governor, whose membership and appointment must be
26  consistent with Pub. L. No. 105-220, Title I, s. 111(b), and
27  contain one member representing the licensed nonpublic
28  postsecondary educational institutions authorized as
29  individual training account providers, one member from the
30  staffing service industry, at least one member who is a
31  current or former recipient of state financial assistance, and

Notwithstanding s. 114.05(1)(f), the Governor 3 may appoint remaining members to Workforce Florida, Inc., from 4 the current Workforce Development Board and the WAGES Program 5 State Board of Directors, established pursuant to chapter 6 96-175, Laws of Florida, to serve on the reconstituted board. 7 By July 1, 2000, the Workforce Development Board will provide 8 to the Governor a transition plan to incorporate the changes 9 required by this act and Pub. L. No. 105-220, specifying the 10 manner of changes to the board. This plan shall govern the 11 transition, unless otherwise notified by the Governor. The 12 importance of minority, gender, and geographic representation 13 shall be considered when making appointments to the board. 14 (6) Workforce Florida, Inc., may take action that it 15 deems necessary to achieve the purposes of this section, 16 including, but not limited to: 17 (a) Creating a state employment, education, and 18 training policy that ensures that programs to prepare workers 19 are responsive to present and future business and industry 20 needs and complement the initiatives of Enterprise Florida, 21 Inc. 22 (b) Establishing policy direction for a funding system 23 that provides incentives to improve the outcomes of vocational 24 education programs, and of registered apprenticeship and 25 work-based learning programs, and that focuses resources on 26 occupations related to new or emerging industries that add 27 greatly to the value of the state's economy. 28 (c) Establishing a comprehensive policy related to the 29 education and training of target populations such as those who 30 have disabilities, are economically disadvantaged, receive 31 public assistance, are not proficient in English, or are 2 4:22 PM 04/19/01 s1226c1c-39k0a

This approach should ensure the effective 2 use of federal, state, local, and private resources in 3 reducing the need for public assistance. 4 (d) Designating Institutes of Applied Technology 5 composed of public and private postsecondary institutions 6 working together with business and industry to ensure that 7 technical and vocational education programs use the most 8 advanced technology and instructional methods available and 9 respond to the changing needs of business and industry. 10 (e) Providing policy direction for a system to project 11 and evaluate labor market supply and demand using the results 12 of the Workforce Estimating Conference created in s. 216.136 13 and the career education performance standards identified 14 under s. 239.233. 15 (f) Reviewing the performance of public programs that 16 are responsible for economic development, education, 17 employment, and training. The review must include an analysis 18 of the return on investment of these programs. 19 (g) Expanding the occupations identified by the 20 Workforce Estimating Conference to meet needs created by local 21 emergencies or plant closings or to capture occupations within 22 emerging industries. 23 (h) Expanding the utilization of faith-based and 24 community-based organizations to work collaboratively in the 25 delivery of services to Florida's residents. 26 (10) The workforce development strategy for the state 27 shall be designed by Workforce Florida, Inc., and shall be 28 centered around the strategies of First Jobs/First Wages, 29 Better Jobs/Better Wages, and High Skills/High Wages. 30 (a) First Jobs/First Wages is the state's strategy to 31 promote successful entry into the workforce through education 3 4:22 PM 04/19/01 s1226c1c-39k0a

The components of the strategy include 3 efforts that enlist business, education, and community support 4 for students to achieve long-term career goals, ensuring that 5 young people have the academic and occupational skills 6 required to succeed in the workplace. A minimum of 15 percent 7 of all Workforce Investment Act youth services funds shall be 8 expended for after-school care programs, through contracts 9 with qualified faith-based and community-based organizations, 10 on an equal basis with other private organizations, to provide 11 after-school care programs to eligible children 14 through 18 12 years of age. Such programs shall include academic tutoring, 13 mentoring, and other appropriate services. Similar services 14 may be provided for eligible children 6 through 13 years of 15 age using Temporary Assistance for Needy Families funds. 16 (b) Better Jobs/Better Wages is the state's strategy 17 for assisting employers in upgrading or updating the skills of 18 their employees and for assisting incumbent workers in 19 improving their performance in their current jobs or acquiring 20 the education or training needed to secure a better job with 21 better wages. 22 (c) High Skills/High Wages is the state's strategy for 23 aligning education and training programs with high-paying, 24 high-demand occupations that advance individuals' careers, 25 build a more skilled workforce, and enhance Florida's efforts 26 to attract and expand job-creating businesses. 27 28 29 ================ T I T L E A M E N D M E N T =============== 30 And the title is amended as follows: 31 On page 1, line 5, after the semicolon, 4 4:22 PM 04/19/01 s1226c1c-39k0a
