13         Amendment to Amendment (102671) (with title amendment) 
14         On page 16, between lines 20 and 21

16  insert:  
17         (g)  Medicaid contracts for Behavioral Health Overlay
18  Services for dependent children or delinquent children will
19  remain fee-for-service. Any provider who currently contracts
20  to provide Medicaid behavioral health services with
21  residential group care facilities under the Family Safety
22  program of the Department of Children and Family Services or
23  with the Department of Juvenile Justice to serve delinquent
24  youth in residential commitment programs shall be included in
25  the network of providers in both service delivery strategies
26  and shall continue the existing staffing arrangements. During
27  the operation of the service delivery strategies, any new
28  behavioral health provider that enters into a contract with
29  residential group care facilities under the Family Safety
30  program of the Department of Children and Family Services or
31  with the Department of Juvenile Justice for delinquent youth
