18 Section 7. Subsections (1), (2), and (4) of section
19 240.40205, Florida Statutes, are amended to read:
20 240.40205 Florida Academic Scholars award.--
21 (1) A student is eligible for a Florida Academic
22 Scholars award if the student meets the general eligibility
23 requirements for the Florida Bright Futures Scholarship
24 Program and the student:
25 (a) Has achieved a 3.5 weighted grade point average as
26 calculated pursuant to s. 240.40202, or its equivalent, in
27 high school courses that are adopted by the Board of Regents
28 and recommended by the State Board of Community Colleges as
29 college-preparatory academic courses; and
30 (b) Has attained at least the score identified by
31 rules of the Department of Education on the combined verbal

1 and quantitative parts of the Scholastic Aptitude Test, the
2 Scholastic Assessment Test, or the recentered Scholastic
3 Assessment Test of the College Entrance Examination, or an
4 equivalent score on the American College Testing Program; or
5 (c) Has attended a home education program according to
6 s. 232.0201 during grades 11 and 12 or has completed the
7 International Baccalaureate curriculum but failed to earn the
8 International Baccalaureate Diploma, and has attained at least
9 the score identified by rules of the Department of Education
10 on the combined verbal and quantitative parts of the
11 Scholastic Aptitude Test, the Scholastic Assessment Test, or
12 the recentered Scholastic Assessment Test of the College
13 Entrance Examination, or an equivalent score on the American
14 College Testing Program; or
15 (d) Has been awarded an International Baccalaureate
16 Diploma from the International Baccalaureate Office; or
17 (e) Has been recognized by the merit or achievement
18 programs of the National Merit Scholarship Corporation as a
19 scholar or finalist; or
20 (f) Has been recognized by the National Hispanic
21 Recognition Program as a scholar recipient.

23 Effective with the 1998-1999 school year, A student must
24 complete a program of community service work, as approved by
25 the district school board or the administrators of a nonpublic
26 school, which shall include a minimum of 75 hours of service
27 work and require the student to identify a social problem that
28 interests him or her, develop a plan for his or her personal
29 involvement in addressing the problem, and, through papers or
30 other presentations, evaluate and reflect upon his or her
31 experience.

1 (2) A Florida Academic Scholar who is enrolled in a
2 public postsecondary education institution is eligible for an
3 award equal to the amount required to pay matriculation, fees,
4 and $600 for college-related expenses annually, and up to $400
5 per semester for fees other than matriculation, assessed as
6 authorized in s. 240.235, for a student at a state university.
7 For a student at a public community college or technical
8 center, the award amount for fees other than matriculation, as
9 authorized in s. 240.35(10), (11), (13), (14), (15), (16), and
10 (17), is up to $120 per semester. A student who is enrolled in
11 a nonpublic postsecondary education institution is eligible
12 for an award equal to the amount that would be required to pay
13 for the average matriculation and fees of a public
14 postsecondary education institution at the comparable level,
15 plus the annual $600.
16 (4) In each school district, the Florida Academic
17 Scholar with the highest academic ranking shall be designated
18 as an Academic Top Scholar and shall receive an additional
19 award of $1,500 for college-related expenses. This award must
20 be funded from the Florida Bright Futures Scholarship Program.
21 Section 8. Section 240.40206, Florida Statutes, is
22 amended to read:
23 240.40206 Florida Medallion Merit Scholars award.--
24 (1) A student is eligible for a Florida Medallion
25 Merit Scholars award if the student meets the general
26 eligibility requirements for the Florida Bright Futures
27 Scholarship Program and the student:
28 (a)1. Has achieved a weighted grade point average of
29 3.0 as calculated pursuant to s. 240.40202, or the equivalent,
30 in high school courses that are adopted by the Board of
31 Regents and recommended by the State Board of Community

1 Colleges as college-preparatory academic courses; and
2 2.(b) Has attained at least the score identified by
3 rules of the Department of Education on the combined verbal
4 and quantitative parts of the Scholastic Aptitude Test, the
5 Scholastic Assessment Test, or the recentered Scholastic
6 Assessment Test of the College Entrance Examination, or an
7 equivalent score on the American College Testing Program; or
8 (b)(c) Has attended a home education program according

1 (14), (15), (16), and (17), is up to $90 per semester fees, if
2 the student is enrolled in a public postsecondary education
3 institution. A student who is enrolled in a nonpublic
4 postsecondary education institution is eligible for an award
5 equal to the amount that would be required to pay 75 percent
6 of the matriculation and mandatory fees, up to the amount
7 established in this section, of a public postsecondary
8 education institution at the comparable level.
9 (3) To be eligible for a renewal award as a Florida
10 Medallion Merit Scholar, a student must maintain the
11 equivalent of a grade point average of 2.75 on a 4.0 scale for
12 all postsecondary education work attempted, with an
13 opportunity for restoration reinstatement one time as provided
14 in this act.
15 Section 9. Section 240.40207, Florida Statutes, is
16 amended to read:
17 240.40207 Florida Gold Seal Vocational Scholars
18 award.--The Florida Gold Seal Vocational Scholars award is
19 created within the Florida Bright Futures Scholarship Program
20 to recognize and reward academic achievement and vocational
21 preparation by high school students who wish to continue their
22 education.
23 (1) A student is eligible for a Florida Gold Seal
24 Vocational Scholars award if the student meets the general
25 eligibility requirements for the Florida Bright Futures
26 Scholarship Program and the student:
27 (a) Completes the secondary school portion of a
28 sequential program of studies that requires at least three
29 consecutive secondary school vocational credits taken over at
30 least 2 academic years, and is continued in a planned, related
31 postsecondary education program. If the student's school does

1 not offer such a two-plus-two or tech-prep program, the
2 student must complete a job-preparatory career education
3 program selected by the Workforce Estimating Conference or
4 Workforce Florida, Inc., for its ability to provide high-wage
5 employment in an occupation with high potential for employment
6 opportunities. On-the-job training may not be substituted for
7 any of the three required vocational credits.
8 (b) Demonstrates readiness for postsecondary education
9 by earning a passing score on the Florida College Entry Level
10 Placement Test or its equivalent as identified by the
11 Department of Education.
12 (c) Earns a minimum cumulative weighted grade point
13 average of 3.0, as calculated pursuant to s. 240.40202, on all
14 subjects required for a standard high school diploma,
15 excluding elective courses.
16 (d) Earns a minimum unweighted grade point average of
17 3.5 on a 4.0 scale for secondary vocational courses comprising
18 the vocational program.
19 (e) Completes the requirements of a vocational-ready
20 diploma program, as defined by rules of the State Board of
21 Education.
22 (2) A Florida Gold Seal Vocational Scholar is eligible
23 for an award equal to the amount required to pay 75 percent of
24 matriculation and up to $300 per semester for fees, assessed
25 as authorized in s. 240.235, for a student at a state
26 university. For a student at a public community college or
27 technical center, the award amount for fees other than
28 matriculation, as authorized in s. 240.35(10), (11), (13),
29 (14), (15), (16), and (17), is up to $90 per semester fees, if
30 the student is enrolled in a public postsecondary education
31 institution. A student who is enrolled in a nonpublic

1 postsecondary education institution is eligible for an award
2 equal to the amount that would be required to pay 75 percent
3 of the matriculation and mandatory fees, up to the amounts
4 established in this section, of a public postsecondary
5 education institution at the comparable level.
6 (3) To be eligible for a renewal or restoration award
7 as a Florida Gold Seal Vocational Scholar, a student must meet
8 the requirements of s. 240.40203 and the maintain the
9 equivalent of a grade point average requirement of 2.75 on a
10 4.0 scale for all postsecondary education work attempted. A
11 student has, with an opportunity for one restoration
12 reinstatement one time as provided in this act.
13 (4) A student may earn a Florida Gold Seal Vocational
14 Scholarship for 110 percent of the number of credit hours
15 required to complete the program, up to 90 credit hours or the
16 equivalent. A Florida Gold Seal Vocational Scholar who meets
17 all renewal requirements for the Florida Medallion Scholars
18 award, has a cumulative grade point average of 2.75 in all
19 postsecondary education work attempted may apply for a Florida
20 Medallion Merit Scholars award at any renewal period or the
21 department may transfer the student to the Florida Medallion
22 Scholars Award during any renewal period. All other provisions
23 of that program apply, and the credit-hour limitation must be
24 calculated by subtracting from the student's total eligibility
25 the number of credit hours the student attempted while earning
26 the Gold Seal Vocational Scholarship.
