17 (d) The Office of Counsel for Children is placed in
18 the Department of Legal Affairs for budget purposes only. The
19 administrative counsel for the Office of Counsel for Children
20 shall annually prepare a budget request that is not to be
21 changed by the Department of Legal Affairs, but shall be
22 transmitted to the Governor for transmittal to the
23 Legislature. The Office of Counsel for Children is not
24 subject to control, supervision, or direction by the
25 Department of Legal Affairs in the performance of its duties.
