1 A bill to be entitled
2 An act relating to medical education; expanding
3 the Program in Medical Sciences (PIMS) to
4 include Florida Agricultural and Mechanical
5 University, which shall offer the first year of
6 medical education for students in the program;
7 specifying the minimum number of students to be
8 accepted into the program; providing for
9 students to transfer to certain other
10 universities upon completion of the first year
11 of study; providing for the program to recruit
12 students to serve areas in the state that lack
13 sufficient medical services; providing an
14 appropriation; providing an effective date.

16 Be It Enacted by the Legislature of the State of Florida:

18 Section 1. Program in medical sciences.--
19 (1) The Program in Medical Sciences (PIMS) at Florida
20 State University, the University of Florida, and the
21 University of South Florida is expanded to include Florida
22 Agricultural and Mechanical University, which shall provide
23 the first year of medical education for students who are
24 accepted into the program. The primary focus of the PIMS
25 program at Florida Agricultural and Mechanical University is
26 to identify and recruit talented members of minority groups
27 who have demonstrated an interest in serving the health-care
28 needs of persons in rural communities and underserved
29 inner-urban areas of the state and who select primary care as
30 their primary area of practice.

1 (2) The Program in Medical Sciences (PIMS) at Florida
2 Agricultural and Mechanical University shall provide the first
3 year of medical education for at least 90 students, with 30
4 students coming from each of the affiliated universities. If
5 funding is provided for additional students, the program shall
6 attempt to recruit an equal number of students from each of
7 the three participating universities. Upon successful
8 completion of the first year of medical school at Florida
9 Agricultural and Mechanical University, a student in the
10 program shall transfer to a medical education program at
11 Florida State University, the University of Florida, or the
12 University of South Florida, as appropriate.
13 (3) The program is open to all undergraduate and
14 postbaccalaureate students who are state residents. Particular
15 consideration shall be given to nontraditional students and
16 students who reside in medically underserved communities in
17 the state. To develop a base of qualified potential medical
18 school candidates from underrepresented groups, Florida
19 Agricultural and Mechanical University shall coordinate with
20 the undergraduate premedical and science recruitment efforts
21 that are part of the Program in Medical Sciences (PIMS). In
22 addition, Florida Agricultural and Mechanical University shall
23 make every effort, through recruitment and retention, to
24 employ for the first-year medical program a faculty and
25 support staff that is representative of the heterogeneous
26 nature of the state's population.
27 Section 2. The sum of $1 million is appropriated from
28 the General Revenue Fund to Florida Agricultural and
29 Mechanical University for the purposes of paying salaries and
30 other administrative expenses necessary to carry out the
31 provisions of this act during the 2001-2002 fiscal year.

1 Section 3. This act shall take effect upon becoming a
2 law.

5 SENATE SUMMARY
6 Provides for the Program in Medical Sciences (PIMS) to be
expanded so that medical students may complete their
7 first year of medical training at Florida Agricultural
and Mechanical University. Requires that the program
8 offer training for 90 students and for additional
students if funding is provided. Requires that a student
9 transfer to another university following completion of
the first year of medical study. Requires that the
10 program attempt to recruit representatives of minorities
who are interested in serving underserved areas of the
11 state as primary care physicians.
