13         Amendment (with title amendment) 
14         On page 11, line 24 through page 12, line 8,
15  remove from the bill:  all of said lines
16  
17  and insert in lieu thereof:  (c)  The district school board
18  must act upon the recommendation of the State Board of
19  Education within 30 calendar days after it is received. The
20  district board may fail to act in accordance with the
21  recommendation of the state board only for good cause. Good
22  cause for failing to act in accordance with the state board's
23  recommendation arises only if the district school board
24  determines by competent substantial evidence that approving
25  the state board's recommendation would be contrary to law or
26  contrary to the best interests of the pupils or the community.
27  The district school board must articulate in written findings
28  the specific reasons based upon good cause supporting its
29  failure to act in accordance with the state board's
30  recommendation. The district board's action on the state
31  board's recommendation is a final action subject to judicial
