15 On page 2, lines 13-14
16 remove from the bill: all of said lines
17
18 and insert in lieu thereof:
19 fiscal years, no less than ten (10%) and no more than twenty
20 percent (20%) of the remaining proceeds from this subparagraph
21 shall be allocated for infrastructure improvements and be used
22 in the downtown/urban core areas, industrial areas, suburban
23 areas, or other areas from where the facilities are located
24 that generate the funds. Areas shall be defined consistent
25 with Florida Statutes and local law.
26 a) A downtown/urban area shall be coterminous with any
27 Downtown Development District established pursuant to section
28 166.0497, Florida Statutes, or chapter 65-1090, Laws of
29 Florida. Alternatively, any eligible local governmental
30 entity may identify the downtown/urban core area as any
31 contiguous area consisting of lands where the predominant

1 acreage is designated as commercial or its substantial
2 equivalent, in an applicable local government comprehensive
3 plan;
4 b) An Industrial area is any contiguous area
5 consisting of lands where the predominant acreage is
6 designated industrial or its substantial equivalent in an
7 appliable local government comprehensive plan.
8 c) A suburban area is any contiguous area consisting
9 of lands where the predominant acreage is designated
10 residential or its substantial equivalent in an applicable
11 local government comprehensive plan.
12 Any number of areas may be used by the local
13 governmental entity, provided that the areas are defined by
14 ordinance and Florida law and include all parking facilities
15 subject to the surcharge.
16 3. The balance of the proceeds may be used for the
17 payment of annual debt service related
