1 A bill to be entitled
2 An act relating to postsecondary education;
3 amending s. 240.418, F.S., relating to
4 need-based financial aid; requiring the state
5 to set aside money to fund need-based
6 scholarships at certain state universities;
7 providing formulae for determining the number
8 of need-based scholarships to be funded at each
9 school; prescribing qualifications of students
10 who may receive need-based scholarships;
11 providing an effective date.

13 Be It Enacted by the Legislature of the State of Florida:

15 Section 1. Section 240.418, Florida Statutes, is
16 amended to read:
17 240.418 Need-based financial aid; no preference to
18 students receiving other aid.--
19 (1) From the funds collected by state universities and
20 community colleges as a financial aid fee and from other funds
21 appropriated by the Legislature for financial aid from the
22 Educational Enhancement Trust Fund, institutions shall expend
23 those moneys designated as need-based financial aid with no
24 preference given to students who also qualify for merit-based
25 or other financial aid awards.
26 (2) In addition, the state shall set aside money to
27 fund need-based scholarships for the 4-year state
28 universities. The formula for determining the number of
29 need-based scholarships at each school is: for a school that
30 has an enrollment of more than 10,000, multiply the total
31 enrollment of full-time students during the previous semester

1 by 2 percent; and, for a school that has an enrollment of
2 10,000 or less, multiply the total enrollment of full-time
3 students during the previous semester by 3 percent. The
4 qualifications required of these students are the same as
5 those for community-college students who receive need-based
6 scholarships. A student must qualify and be accepted by a
7 university in order to receive the funds.
8 Section 2. This act shall take effect July 1, 2001.
