17         Section 2.  Section 322.0515, Florida Statutes, is
18  created to read:
19         322.0515  Department to forward certain information to
20  federal Selective Service System; notification to applicant
21  for certain license; application statement required.--
22         (1)  The department shall:
23         (a)  Require any male United States citizen or
24  immigrant who is at least 18 years of age but less than 26
25  years of age to comply with federal Selective Service System
26  requirements when applying to receive a driver's license, a
27  learner's driver's license, a commercial driver's license, an
28  identification card, or the renewal or duplicate card or
29  license as described in this chapter.
30         (b)  Forward to the federal Selective Service System
31  information about applicants for a license or card as

HOUSE AMENDMENT Bill No. HB 1395, 1st Eng. Amendment No. ___ (for drafter's use only) 1 described in paragraph (a) in an electronic format to assist 2 in compliance with federal Selective Service System 3 requirements. 4 (c) Provide notification to each applicant for a 5 license or card as described in paragraph (a) that an 6 applicant's submission of the application serves to certify 7 that the applicant either has complied with federal Selective 8 Service System requirements or is authorizing the department 9 to forward to the Selective Service System the information 10 necessary for registration. 11 (d) Notify an applicant for a license or card as 12 described in paragraph (a) who is under 18 years of age that 13 the applicant will be registered upon attaining 18 years of 14 age as required by federal law. 15 (2) The department shall provide, by rule, for the 16 following statement to be included on an application for a 17 license or card as described in paragraph (1)(a): "By 18 submitting this application, I am consenting to registration 19 with the federal Selective Service System, if so required. HOUSE AMENDMENT Bill No. HB 1395, 1st Eng. Amendment No. ___ (for drafter's use only) 1 creating s. 322.0515, F.S.; providing for 2 compliance with federal requirements by certain 3 applicants for drivers' licenses or 4 identification cards; directing the Department 5 of Highway Safety and Motor Vehicles to forward 6 certain information to the federal Selective 7 Service System with respect to certain 8 applicants; providing described notice to 9 applicants; directing the department to include 10 a described statement on certain applications 11 for drivers' licenses or identification cards; 12 providing an effective date. 13 14 WHEREAS, it is the intent of the Legislature through 15 the adoption of this act to protect state residents from the 16 penalties associated with the failure to register with the 17 Selective Service System and to help ensure that any future 18 draft is fair and equitable to all potential draftees, and 19 WHEREAS, the Legislature finds that the penalties 20 associated with noncompliance with the Selective Service 21 System registration requirements are severe, including, but 22 not limited to, a felony conviction and forfeiture of the 23 ability to seek employment from certain state agencies and 24 departments, and 25 WHEREAS, failure to register may permanently preclude 26 the violator from acquiring many federal benefits, such as 27 federal employment, including employment with the United 28 States Postal Service, federal and state financial assistance, 29 participation in federally funded job training programs, and 30 eligibility for United States citizenship for immigrants 31 seeking citizenship, and 3 File original & 9 copies 05/01/01 hit0001 09:15 am 01395-0057-253477
HOUSE AMENDMENT Bill No. HB 1395, 1st Eng.
