1 A bill to be entitled
2 An act relating to medical education; providing
3 legislative intent with respect to establishing
4 a Program in Medical Sciences (PIMS) at Florida
5 Agricultural and Mechanical University, in
6 affiliation with the University of Florida
7 College of Medicine; specifying the number of
8 students to be accepted into the program;
9 providing for students admitted to the program
10 to transfer to the University of Florida
11 College of Medicine upon completion of the
12 first year of study; providing for the program
13 to recruit students to serve areas in the state
14 that lack sufficient medical services;
15 providing an appropriation for program planning
16 activities, including the development of a
17 memorandum of understanding; requiring that the
18 memorandum of understanding be submitted to the
19 Governor and presiding officers of the
20 Legislature; providing an effective date.

22 Be It Enacted by the Legislature of the State of Florida:
23
24 Section 1. Program in Medical Sciences.--
25 (1) It is the intent of the Legislature that a Program
26 in Medical Sciences (PIMS) be established at Florida
27 Agricultural and Mechanical University in affiliation with the
28 University of Florida College of Medicine. The primary focus
29 of the PIMS program at Florida Agricultural and Mechanical
30 University shall be to identify and recruit talented members
31 of minority groups who have demonstrated an interest in

1 serving the health-care needs of persons in rural communities
2 and underserved inner-urban areas of the state and who select
3 primary care as their primary area of practice.
4 (2) The Program in Medical Sciences (PIMS) at Florida
5 Agricultural and Mechanical University shall provide the first
6 year of medical education for at least 30 students per year.
7 Upon successful completion of the first year of medical
8 education at Florida Agricultural and Mechanical University, a
9 student in the program shall transfer to the University of
10 Florida College of Medicine for completion of the final 3
11 years of medical school.
12 (3) The program shall be open to all undergraduate and
13 postbaccalaureate students who are state residents. Particular
14 consideration shall be given to nontraditional students and
15 students who reside in medically underserved communities in
16 the state. To develop a base of qualified potential medical
17 school candidates from underrepresented groups, Florida
18 Agricultural and Mechanical University shall coordinate its
19 undergraduate premedical and science recruitment efforts with
20 the University of Florida. Florida Agricultural and Mechanical
21 University shall make every effort, through recruitment and
22 retention, to employ for the first-year medical program a
23 faculty and support staff that is representative of the
24 heterogeneous nature of the state's population.
25 Section 2. The sum of $250,000 is appropriated from
26 the General Revenue Fund to Florida Agricultural and
27 Mechanical University for the purposes of planning, in
28 cooperation with the University of Florida College of
29 Medicine, the Program in Medical Sciences during the 2001-2002
30 fiscal year. Program planning activities must include
31 developing a proposed memorandum of understanding, executed by

1 Florida Agricultural and Mechanical University and the
2 University of Florida College of Medicine, which describes the
3 major programmatic components of the partnership, including an
4 indication of when the first class will be admitted to the
5 program. The memorandum of understanding must also include a
6 proposed budget that describes all estimated recurring and
7 nonrecurring costs required to implement the program which
8 will be incurred by Florida Agricultural and Mechanical
9 University and the University of Florida College of Medicine
10 in the 2002-2003 fiscal year and each subsequent fiscal year
11 until the program is fully implemented. The executed
12 memorandum of understanding must be submitted to the Governor,
13 the President of the Senate, and the Speaker of the House of
14 Representatives by February 15, 2002.
15 Section 3. This act shall take effect upon becoming a
16 law.

18 STATEMENT OF SUBSTANTIAL CHANGES CONTAINED IN
COMMITTEE SUBSTITUTE FOR
19 Senate Bill 1404

21 The Committee Substitute establishes a Program in Medical
Sciences at Florida Agricultural and Mechanical University in
22 affiliation with the University of Florida College of
Medicine. Both universities must coordinate the PIMS's
23 undergraduate premedical and science recruitment efforts. The
PIMS at Florida Agricultural and Mechanical University must
24 provide the first year of medical education for at least 30
students per year. After successful completion of the first
25 year of medical school at Florida Agricultural and Mechanical
University, a student in the PIMS would transfer to the
26 University of Florida College of Medicine.
27 The bill appropriates $250,000 from the General Revenue Fund
to Florida Agricultural and Mechanical University for planning
28 the PIMS, in cooperation with the University of Florida
College of Medicine, during fiscal year 2001-2002. Program
29 planning and partnership responsibilities for both
universities are specified and a memorandum of understanding
30 that includes a proposed budget for implementation of the PIMS
must be developed and submitted to Governor and Legislature by
31 February 15, 2002.
