17         Section 39.  Section 383.310, F.S., is created to read:

19  383.310, F.S., Patients Consenting to Adoptions; Protocols
20         (1)  Each licensed facility shall adopt a protocol that
21  at a minimum provides for facility staff to be knowledgeable
22  of the waiting periods, revocation and the contents of the
23  consent to adoption as contained in s. 63.082(4), and
24  describes the supportive and unbiased manner in which facility
25  staff will interact with birth parents and prospective
26  adoptive parents regarding the adoption, in particular during
27  the waiting period required in s. 63.082(4)(b) before
28  consenting to an adoption.
29         (2)  The protocol shall be in writing and be provided
30  upon request to any birth parent or prospective adoptive
31  parent of a child born in the facility.
