11  The Committee on State Administration offered the following:

13         Amendment (with title amendment) 
14         On page 1, line 29 through page 2, line 15,
15  remove from the bill:  all of said lines
16  
17  and insert in lieu thereof:  s. 24(a), Art. I of the State
18  Constitution. Technical information means system trunking
19  format data, mobile data terminal information, coded radio
20  identification information, information pertaining to internal
21  system structuring (agency/fleet/subfleet structure and
22  identification data), system keys, encryption codes used to
23  facilitate secure communications, and control channel data
24  format information.
25         Section 2.  The Legislature finds that it is a public
26  necessity that technical information pertaining to trunking
27  radio communications systems and mobile data communications
28  systems used by state, county, and municipal government
29  agencies be made exempt from public disclosure. The
30  Legislature further finds that disclosure of such technical
31  information involves risks that communications carried on such

 1  systems could be intercepted by persons who wish to use such
 2  technical information so obtained for the purpose of
 3  facilitating the commission of, or escaping detection and
 4  apprehension following commission of, crimes and in hindering
 5  or interrupting essential governmental services.
