17 Section 1. Section 290.00695, Florida Statutes, is
18 created to read:
19 290.00695 Enterprise zone designation for Hernando
20 County or Hernando County and Brooksville.--Hernando County,
21 or Hernando County and the City of Brooksville jointly, may
22 apply to the Office of Tourism, Trade, and Economic
23 Development for designation of one enterprise zone within the
24 county, or within both the county and the city, which zone
25 encompasses an area up to 10 contiguous square miles. The
26 application must be submitted by December 31, 2001, and must
27 comply with the requirements of s. 290.0055. Notwithstanding
28 the provisions of s. 290.0065 limiting the total number of
29 enterprise zones designated and the number of enterprise zones
30 within a population category, the Office of Tourism, Trade,
31 and Economic Development may designate one enterprise zone

1 under this section. The Office of Tourism, Trade, and Economic
2 Development shall establish the initial effective date of the
3 enterprise zone designated under this section.
4 Section 2. Section 290.00696, Florida Statutes, is
5 created to read:
6 290.00696 Enterprise zone designation for Holmes
7 County.--Holmes County may apply to the Office of Tourism,
8 Trade, and Economic Development for designation of one
9 enterprise zone within an area in Holmes County. The
10 application must be submitted by December 31, 2001, and must
11 comply with the requirements of s. 290.0055. Notwithstanding
12 the provisions of s. 290.0065 limiting the total number of
13 enterprise zones designated and the number of enterprise zones
14 within a population category, the Office of Tourism, Trade,
15 and Economic Development may designate one enterprise zone
16 under this section. The Office of Tourism, Trade, and Economic
17 Development shall establish the initial effective date of the
18 enterprise zone designated pursuant to this section.
19 Section 3. Section 290.00697, Florida Statutes, is
20 created to read:
21 290.00697 Enterprise zone designation for Calhoun
22 County.--Calhoun County may apply to the Office of Tourism,
23 Trade, and Economic Development for designation of one
24 enterprise zone within an area in Calhoun County. The
25 application must be submitted by December 31, 2001, and must
26 comply with the requirements of s. 290.0055, except subsection
27 (3) thereof. Notwithstanding the provisions of s. 290.0065
28 limiting the total number of enterprise zones designated and
29 the number of enterprise zones within a population category,
30 the Office of Tourism, Trade, and Economic Development may
31 designate one enterprise zone under this section. The Office

4 Section 4. Section 290.00698, Florida Statutes, is
5 created to read:
6 290.00698 Enterprise zone designation for Okaloosa
7 County.--Okaloosa County may apply to the Office of Tourism,
8 Trade, and Economic Development for designation of one
9 enterprise zone within an area in Okaloosa County, which zone
10 encompasses an area up to 6 square miles. The application
11 must be submitted by December 31, 2001, and must comply with
12 the requirements of s. 290.0055, except subsection (3)
13 thereof. Notwithstanding the provisions of s. 290.0065
14 limiting the total number of enterprise zones designated and
15 the number of enterprise zones within a population category,
16 the Office of Tourism, Trade, and Economic Development may
17 designate one enterprise zone under this section. The Office
18 of Tourism, Trade, and Economic Development shall establish
19 the initial effective date of the enterprise zone designated
20 pursuant to this section.
21 Section 5. Section 290.00694, Florida Statutes, is
22 created to read:
23 290.00694 Enterprise zone designation for Sarasota
24 County or Sarasota County and Sarasota.--Sarasota County, or
25 Sarasota County and the City of Sarasota jointly, may apply to
26 the Office of Tourism, Trade, and Economic Development for
27 designation of one enterprise zone within the county, or
28 within both the county and the municipality, which zone
29 encompasses an area that is south of the north county line,
30 west of Tuttle Avenue, north of 10th Street, and east of U.S.
31 Highway 41. The application must be submitted by December 31,

1 2001, and must comply with the requirements of s. 290.0055.
2 Notwithstanding the provisions of s. 290.0065 limiting the
3 total number of enterprise zones designated and the number of
4 enterprise zones within a population category, the Office of
5 Tourism, Trade, and Economic Development may designate one
6 enterprise zone under this section. The Office of Tourism,
7 Trade, and Economic Development shall establish the initial
8 effective date of the enterprise zone designated under this
9 section.
10 Section 6. Enterprise zone designation for
11 Hillsborough County.--Hillsborough County may apply to the
12 Office of Tourism, Trade, and Economic Development for
13 designation of one enterprise zone within the county, which
14 zone encompasses a high-crime, low-income, high-unemployment
15 area that is north of Fowler Avenue, south of Bearss Avenue,
16 east of Florida Avenue, west of Bruce B. Downs Boulevard, near
17 the University of South Florida, adjacent to University Square
18 Mall, north of a major theme park, an area that has been
19 designated a federal Weed & Seed target area, and a Community
20 Development Block Grant (CDBG) target area and that houses an
21 active public/private 501(c)(3) community development
22 corporation working to improve the area. The application must
23 be submitted by December 31, 2002, and must comply with the
24 requirements of section 290.0055, Florida Statutes.
25 Notwithstanding the provisions of section 290.0065, Florida
26 Statutes, limiting the total number of enterprise zones
27 designated and the number of enterprise zones within a
28 population category, the Office of Tourism, Trade, and
29 Economic Development may designate one enterprise zone under
30 this section. The Office of Tourism, Trade, and Economic
31 Development shall establish the initial effective date of the

1 enterprise zone designated under this section.
2 Section 7. Section 290.00555, Florida Statutes, is
3 amended to read:
4 290.00555 Satellite enterprise zones.--Before December
5 31, 1999, Any municipality an area of which has previously
6 received designation as an enterprise zone in the population
7 category described in s. 290.0065(3)(a)3. may create a
8 satellite enterprise zone not exceeding 1.5 square miles in
9 area outside of and, notwithstanding anything contained in s.
10 290.0055(4), or any other law, in addition to the previously
11 designated enterprise zone boundaries. The Office of Tourism,
12 Trade, and Economic Development shall amend the boundaries of
13 the areas previously designated by any such municipality as
14 enterprise zones upon receipt of a resolution adopted by the
15 municipality describing the satellite enterprise zone areas,
16 as long as the additional areas are consistent with the
17 categories, criteria, and limitations imposed by s. 290.0055.
18 However, the requirements imposed by s. 290.0055(4)(d) do not
19 apply to such satellite enterprise zone areas.
20 Section 8. Satellite enterprise zones may be created
21 pursuant to section 290.00555, Florida Statutes, effective
22 retroactively to December 31, 1999. Resolutions adopted to
23 create satellite enterprise zones under this section must be
24 submitted to the Office of Tourism, Trade, and Economic
25 Development no later than August 1, 2001. The Office of
26 Tourism, Trade, and Economic Development must amend the
27 boundaries of previously designated enterprise zones to create
28 eligible satellite enterprise zones no later than September 1,
29 2001. Notwithstanding the time limitations contained in
30 chapter 212, Florida Statutes, a business in a satellite
31 enterprise zone designated under this section which was

1 eligible to receive tax incentives pursuant to sections
2 212.08(5)(g) and (h) and 212.096, Florida Statutes, during the
3 period beginning December 31, 1999, and ending on the date of
4 the creation of the satellite enterprise zone must submit an
5 application for the tax incentives by December 1, 2001. All
6 other requirements of the enterprise zone program apply to
7 such a business.
8 Section 9. Notwithstanding any provisions of law to
9 the contrary, the governing body of an inland county with a
10 state-designated enterprise zone and a population greater than
11 500,000 may apply to the Office of Tourism, Trade, and
12 Economic Development to amend the boundaries of one
13 noncontiguous area of an enterprise zone. The office shall
14 approve the application as long as the amended area does not
15 exceed 4 square miles and is consistent with the categories,
16 criteria, and limitations imposed by section 290.0055, Florida
17 Statutes, upon the establishment of such enterprise zone. The
18 enterprise zone boundary-amendment application must be
19 received before December 31, 2001.
20 Section 10. Subsection (12) is added to section
21 290.0065, Florida Statutes, to read:
22 290.0065 State designation of enterprise zones.--
23 (12) Before June 1, 2002, the governing body of a
24 municipality that is located within a county having a
25 population of less than 225,000 and in which an enterprise
26 zone designated under subparagraph (3)(a)2. is located may
27 apply to the Office of Tourism, Trade, and Economic
28 Development to change the boundaries of the enterprise zone.
29 The Office of Tourism, Trade, and Economic Development shall
30 approve the application if the boundary change does not
31 increase the overall size of the enterprise zone and if any

1 territory added to the enterprise zone as a result of the
2 boundary change is contiguous to the remaining area of the
3 existing enterprise zone.
4 Section 11. This act shall take effect upon becoming a
5 law.
