11  The Committee on Governmental Oversight and Productivity
12  recommended the following amendment:
13  
14         Senate Amendment (with title amendment) 
15         Delete everything after the enacting clause
16  
17  and insert:  
18         Section 1.  The Digital Divide Trust Fund is created in
19  the State Technology Office for the purpose of receiving and
20  disbursing funds required to pay part or all of the costs of
21  facilitating design and implementation of one or more programs
22  using information technology to educate and train members of
23  economically disadvantaged families to become qualified to
24  compete effectively for high skill/high wage employment
25  opportunities in the information technology industry in
26  Florida.  The Trust Fund shall be administered by the Digital
27  Divide Council in the State Technology Office.  There is
28  hereby transferred $3 million of Temporary Assistance to Needy
29  Families funds in the Employment Security Trust Fund within
30  the Agency for Workforce Administration to the Digital Divide
31  Trust Fund.  The Digital Divide Trust Fund may also receive

 1  additional funding lawfully made from other sources, including
 2  other and further appropriations from the state, and gifts,
 3  donations and matching contributions from other public
 4  agencies and private persons and entities.  Pursuant to the
 5  provisions of s. 19(f)(2), Art.III of the State Constitution,
 6  the Digital Divide Trust Fund shall terminate July 1, 2005,
 7  unless sooner terminated or extended by subsequent legislative
 8  action taken and effective before that date.  Before the date
 9  it is scheduled to terminate, the Digital Divide Trust Fund
10  shall be reviewed as provided in s. 215.3206(1).
11         Section 2.  This act shall take effect on July 1, 2001,
12  or upon becoming a law, whichever first occurs.

19  and insert:
20         An act relating to creation of the Digital Divide Trust

23  creating the Digital Divide Trust Fund; providing for
24  administration of the Digital Divide Trust Fund; providing for
25  funding the Digital Divide Trust Fund; providing for
26  termination of the Digital Divide Trust Fund; providing an
27  effective date.
