11  Senator Jones moved the following amendment:

13         Senate Amendment (with title amendment) 
14         On page 16, between lines 12 and 13,
15  
16  insert:  
17         Section 6.  Notwithstanding the provision of section
18  259.101(3)(c), Florida Statutes (1993) (Section 5, Chapter
19  92-288, Laws of Florida), regarding the set-aside of funds for
20  land acquisition in areas of critical state concern, the
21  remaining funds shall be available for grants to local
22  governments in the Florida Keys and Key West areas of critical
23  state concern for land acquisition for conservation, open
24  space, and outdoor recreation lands within the Florida Keys
25  and Key West areas of critical state concern to assist in
26  implementing the local comprehensive plan. This appropriation
27  is contingent upon the review of the local governments'
28  proposal and a determination by the Florida Communities Trust
29  that the proposed project is an eligible use of funds under
30  the Florida Communities Trust program. Local governments with
31  populations of 10,000 or less are not required to provide a
