2 An act relating to economic development;
3 creating s. 288.0115, F.S.; stating public
4 policy; requiring reviews of departmental
5 programs and policies; requiring reports;
6 providing an effective date.

8 Be It Enacted by the Legislature of the State of Florida:

10 Section 1. Section 288.0115, Florida Statutes, is
11 created to read:
12 288.0115 Public policy of the state.--It is the public
13 policy of this state to encourage and enhance the entry of new
14 businesses and the growth of existing businesses as a means of
15 promoting the economic well-being of all Floridians. To assist
16 in achieving this policy, the head of each department and
17 agency of the executive branch of this state, or the designee
18 of the department or agency head, shall, at least annually,
19 review the programs and policies of that department or agency
20 to determine whether any program or policy of that department
21 or agency may impede efforts at recruiting and retaining
22 business enterprises within this state. No later than January
23 31 of each year, the head of each department and agency, or
24 the designee of such department or agency head, shall report
25 to the Governor, the President of the Senate, and the Speaker
26 of the House of Representatives the results of any such review
27 conducted during the preceding calendar year. The report
28 shall also include any recommendations for changes in law or
29 policy which the review has determined should be made to
30 remove such impediments, as well as any recommendations for

1 the creation of incentives to improve the recruitment or
2 retention of business enterprises in this state.
3 Section 2. This act shall take effect upon becoming a
4 law.

7 HOUSE SUMMARY

Establishes that it is the public policy of this state to
9 improve the economic well-being of the citizens of this
state by recruiting business enterprises to, and
10 retaining existing business enterprises in, this state.
Requires an annual review by each department head of its
11 programs and policies to determine whether they are
consistent with such policy.
