11  The Committee on Fiscal Policy & Resources offered the
12  following:

14         Amendment to Amendment (400573) (with title amendment) 
15         On page 7, between lines 30 and 31, of the amendment
16  
17  insert:  
18         c.  No less than once every 3 years, the Public Service
19  Commission or the county commission through the services of an
20  independent auditor shall perform a financial audit of all
21  facilities receiving compensation from an environmental
22  protection disposal fee. The Public Service Commission or the
23  county commission through the services of an independent
24  auditor shall also perform an audit of the methodology used in
25  establishing the environmental protection disposal fee. The
26  Public Service Commission or the county commission shall,
27  within 120 days of completion of an audit, file the audit
28  report with the President of the Senate and the Speaker of the
29  House of Representatives and shall provide copies to the
30  commissions of the counties set forth in sub-subparagraph 5.b.
31  The books and records, of any facilities receiving
