  1                      A bill to be entitled

  2         An act relating to drug trafficking;

  3         authorizing the creation of a pilot program in

  4         Orange County to intercept illegal drug

  5         shipments through package delivery services;

  6         providing an effective date.

  8  Be It Enacted by the Legislature of the State of Florida:

  9  

10         Section 1.  The Legislature finds that drug traffickers

11  are increasingly employing package-delivery services to

12  illegally transport narcotics into the state. In accordance

13  with this finding, the Legislature authorizes the creation of

14  a 3-year pilot program in Orange County, Florida to target and

15  intercept the illegal shipment of narcotics via

16  package-delivery services. This pilot program shall be created

17  and supervised by the Orange County Sheriff's Office. The

18  Orange County Sheriff's Office shall make a formal report of

19  its findings to the Legislature by May 1, 2004.

20         Section 2.  This act shall take effect upon becoming a

21  law.
