17         Section 55.  Paragraphs (b), (c), and (d) of subsection
18  (1) of section 945.215, Florida Statutes, are amended to read:
19         945.215  Inmate welfare and employee benefit trust
20  funds.--
21         (1)  INMATE WELFARE TRUST FUND; DEPARTMENT OF
22  CORRECTIONS.--
23         (b)  Funds in the Inmate Welfare Trust Fund must be
24  used exclusively for the following purposes at correctional
25  facilities operated directly by the department:
26         1.  To operate inmate canteens and vending machines,
27  including purchasing items for resale at inmate canteens and
28  vending machines; employing personnel and inmates to manage,
29  supervise, and operate inmate canteens and vending machines;
30  and covering other operating and fixed capital outlay expenses
31  associated with operating inmate canteens and vending

To develop, implement, and maintain the medical 5 copayment accounting system; 6 4. To provide literacy programs, vocational training 7 programs, and educational programs that comply with standards 8 of the Department of Education, including employing personnel 9 and covering other operating and fixed capital outlay expenses 10 associated with providing such programs; 11 5. To operate inmate chapels, faith-based programs, 12 visiting pavilions, visiting services and programs, family 13 services and programs, libraries, and law libraries, including 14 employing personnel and covering other operating and fixed 15 capital outlay expenses associated with operating inmate 16 chapels, faith-based programs, visiting pavilions, visiting 17 services and programs, family services and programs, 18 libraries, and law libraries; 19 6. To provide for expenses associated with various 20 inmate clubs; 21 7. To provide for expenses associated with legal 22 services for inmates; 23 8. To provide inmate substance abuse treatment 24 programs and transition and life skills training programs, 25 including employing personnel and covering other operating and 26 fixed capital outlay expenses associated with providing such 27 programs; and. 28 9. To purchase other items for the benefit of the 29 inmate population as deemed appropriate by the secretary. 30 (c) The Legislature shall annually appropriate the 31 funds deposited in the Inmate Welfare Trust Fund. SENATE AMENDMENT Bill No. CS for SB 1534 Amendment No. ___ Barcode 093996 1 intent of the Legislature that total annual expenditures for 2 providing literacy programs, vocational training programs, and 3 educational programs exceed the combined total annual 4 expenditures for operating inmate chapels, faith-based 5 programs, visiting pavilions, visiting services and programs, 6 family services and programs, libraries, and law libraries, 7 covering expenses associated with inmate clubs, purchasing 8 other items deemed appropriate by the secretary, and providing 9 inmate substance abuse treatment programs and transition and 10 life skills training programs. 11 (d) Funds in the Inmate Welfare Trust Fund or any 12 other fund may not be used to purchase weight training 13 equipment or cable television service, or to rent or purchase 14 videocassettes or, videocassette recorders, or other 15 audiovisual or electronic equipment used primarily for 16 recreation purposes.
