14 On page 54, between lines 8 and 9,

16 insert:
17 Section 56. (1) It is the intent of the Legislature
18 that local correctional practices in the state be upgraded and
19 strengthened through the adoption of meaningful standards of
20 operation for local jails.
21 (2) It is also the intent of the Legislature that
22 local correctional facilities voluntarily adopt these
23 standards of operation designed to promote equal and fair
24 service delivery, maximize the capability of local jails to
25 provide security and control, and increase interagency
26 cooperation throughout the state.
27 (3)(a) It is further the intent of the Legislature to
28 support the Florida Corrections Accreditation Commission
29 accreditation program. Such program shall continue to be
30 operated through the Florida Corrections Accreditation
31 Commission as an independent body in cooperation with the

1 Florida Department of Corrections.
2 (b) The Department of Corrections shall provide
3 financial support to the Florida Corrections Accreditation
4 Commission to maintain the effectiveness of the accreditation
5 process, as deemed appropriate by the Secretary of
6 Corrections.
7 (c) The corrections accreditation program shall
8 continue to address, at a minimum, the following aspects of
9 correctional service delivery: personnel issues; training;
10 security and control; order and discipline; special
11 operations; admission, classification, and release of adults;
12 inmate housing; inmate programs; sanitation and hygiene; food
13 service; direct supervision jails; admission, classification,
14 and release of juveniles; housing of juveniles; medical and
15 pharmacy issues; and public information.
16 (4) The Florida Corrections Accreditation Commission
17 shall report to the President of the Senate and the Speaker of
18 the House of Representatives on the status of corrections
19 accreditation in this state no later than December 31, 2001.
20 Section 57. The sum of $200,000 is appropriated from
21 the Criminal Justice Standards and Training Trust Fund to the
22 Department of Corrections for purposes of implementing the
23 provisions of section 56 of this act during the 2001-2002
24 fiscal year.
