  1                      A bill to be entitled

  2         An act relating to the South Florida Water

  3         Management District; directing the district to

  4         develop an Everglades restoration information

  5         outreach program targeting minority communities

  6         located near the Everglades; providing for

  7         certain dissemination of information; providing

  8         for assistance from an African-American or

  9         Hispanic environmentalist or scientist;

10         providing an effective date.

12  Be It Enacted by the Legislature of the State of Florida:

14         Section 1.  Everglades restoration information

15  outreach.--The South Florida Water Management District shall,

16  within existing resources, develop and implement an Everglades

17  restoration information outreach program. The purpose of the

18  program shall be to disseminate information and improve public

19  understanding regarding the state's Everglades restoration

20  effort, within the predominantly African-American and Hispanic

21  communities located near the Everglades. The district shall,

22  at a minimum, present information explaining the Everglades

23  restoration process in newspapers and other media within the

24  targeted communities and respond to the questions and concerns

25  communicated by members of those communities. In addition, the

26  district may make public presentations and, at the request of

27  local school officials, present programs to children in the

28  local schools, on the Everglades and the state's restoration

29  process. The district shall seek the assistance and

30  involvement of an African-American or Hispanic

31  environmentalist or scientist with knowledge of the Everglades

  1  to oversee the program and facilitate communication between

  2  the targeted minority communities, the district, and the

  3  Department of Environmental Protection.

  4         Section 2.  This act shall take effect upon becoming a

  5  law.
