17         Section 54.  Section 409.91188, Florida Statutes, is
18  amended to read:
19         409.91188  Specialty prepaid health plans for Medicaid
20  recipients with HIV or AIDS.--The Agency for Health Care
21  Administration is authorized to contract with specialty
22  prepaid health plans and pay them on a prepaid capitated basis
23  to provide Medicaid benefits to Medicaid-eligible recipients
24  who have human immunodeficiency syndrome (HIV) or acquired
25  immunodeficiency syndrome (AIDS). The agency shall apply for
26  and is authorized to implement federal waivers or other
27  necessary federal authorization to implement the prepaid
28  health plans authorized by this section. The agency shall
29  procure the specialty prepaid health plans through a
30  competitive procurement. In awarding a contract to a managed
31  care plan, the agency shall take into account price, quality,

The agency may bid the HIV/AIDS specialty plans on a 4 county, regional, or statewide basis. Qualified plans must be 5 licensed under chapter 641. The agency shall monitor and 6 evaluate the implementation of this waiver program if it is 7 approved by the Federal Government and shall report on its 8 status to the President of the Senate and the Speaker of the 9 House of Representatives by February 1, 2001. To improve 10 coordination of medical care delivery and to increase 11 cost-efficiency for the Medicaid program in treating HIV 12 disease, the Agency for Healthcare Administration shall seek 13 all necessary federal waivers to allow participation in the 14 Medipass HIV disease management program for Medicare 15 beneficiaries who test positive for HIV infection and who also 16 qualify for Medicaid benefits such as prescription medications 17 not covered by Medicare. 18 19 (Redesignate subsequent sections.) 20 21 22 ================ T I T L E A M E N D M E N T =============== 23 And the title is amended as follows: 24 Delete everything before the enacting clause 25 26 insert: 27 A bill to be entitled 28 An act relating to health care; providing 29 legislative intent and findings with respect to 30 the Medical Quality Assurance Trust Fund and 31 function administered by the Department of 2 3:16 PM 05/01/01 s1558c1c-2523h
