14         Senate Amendment (with title amendment) 
15         On page 287, between lines 19 and 20,
16  
17  insert:  
18         Section 144.  The Board of Nursing within the
19  Department of Health shall hold in abeyance until July 1,
20  2002, the development of any rule pursuant to section
21  464.019(2), Florida Statutes, which relates to the
22  establishment of faculty/student clinical ratios. The Board of
23  Nursing and the Department of Education shall submit to the
24  President of the Senate and the Speaker of the House of
25  Representatives by December 31, 2001, an implementation plan
26  that details both the impact and the cost of any such proposed
27  rule change.

 6         prohibiting the Board of Nursing from

 8         clinical ratios until a specified time;
 9         requiring the Board of Nursing and the
10         Department of Education to submit to the
11         Legislature an implementation plan detailing
12         the impact and cost of any such proposed rule
